This PR clears the existing release notes from RELEASE_NOTES.md and replaces them with template sections for future releases. • Removes all existing release notes content including breaking change warnings and upgrade instructions
• Replaces content with template structure containing Summary, Upgrading, New Features, and Bug Fixes sections
• Adds HTML comment placeholders to guide future release note authoring
